CCI cultivates knowledge and partnership among Colorado counties to improve county government administration. Through unified action, we address financial, administrative, legislative, infrastructure, social services, and other challenges facing local governments as we work to serve the interests of county residents and the State of Colorado.

Turning Advocacy into Action
CCI elevates and unifies the efforts of every Colorado county for the collective good of our state and its residents. We do that by training, educating, and connecting commissioners, giving them the tools to make informed decisions and confidently lead their counties.
Each year, county commissioners propose legislative issues, which are then approved by their colleagues and become our legislative priorities. CCI then advocates for various issues in front of the Colorado General Assembly. We produce numerous resources to keep Commissioners informed of legislation impacting counties and CCI’s progress in advocating for and amending various bills. At the end of each session, the new mandates and authorities are handed down from the legislature.

Steering Committees
CCI’s nine Steering Committees review member-adopted policy and provide direction on legislative issues within the assigned subject areas. Throughout the Legislative Session, the Steering Committees meet to vote on bill positions and amendments on issues impacting CCI members.
Policy Statement
CCI’s Policy Statement was developed through a broad-based, membership-driven process of policy development. Each year, the Legislative Committee considers legislative proposals and policy statement changes recommended by each of the steering committees before the beginning of each legislative session. Changes to the policy statement are adopted if they reach a 65% approval threshold.
The nine CCI steering committees correspond to the nine general areas in which CCI focuses its work. The steering committees convene regularly during the legislative session and are responsible for adopting CCI’s position on specific legislation as it is introduced. The statement serves as a guide to those committees as they debate issues and take a “CCI position.”
Policy Statement: Process to Propose Changes
In addition to soliciting members for legislative proposals, CCI also solicits its members for edits and/or additions to its Policy Statement. Both items are reviewed during the September Steering Committee meeting and ultimately adopted by the membership during the October Membership Meeting. Members are urged to review the Policy Statement and suggest changes. Deadlines to submit your proposed changes via the form below will be posted here. Please note: refinement of these changes may occur during the Steering Committee meeting. The CCI Policy Statement serves as the association’s general guide on policy issues, corresponding to each Steering Committee, and provides CCI staff with guidance until official positions are adopted.
