Meet CCI Leadership and Staff
These are the dedicated county commissioners who work with us to shape local policy in Colorado through unified action.

Our Board of Directors
CCI is governed by a Board of Directors consisting of eight commissioners from across the state. Each CCI district elects a representative to the Board of Directors at their district meeting during the annual Membership meeting. The Board of Directors also appoints and employs an Executive Director, responsible for the affairs of CCI.

Meet CCI Staff
Staff are responsible for the daily operations at CCI. This includes but is not limited to, developing policy recommendations, securing corporate partnerships for educational and training purposes, running bi-annual conferences, getting the “pulse” on pertinent topics in Colorado, and spearheading legislation.
Kelly Flenniken
Executive Director
Kelly is responsible for the management and overseeing the operations of CCI including finances, programs, staff, and stakeholder relationships.
Kristin Dunn
Deputy Director
Kristin is responsible for CCI operations including the management of financial and administrative activities.
Annie Olson
Director of Professional Development & Events
Annie manages the summer and winter conferences, the CCI Associate Program, and training and special events. She is responsible for CCI communication materials, including eCountyLines and social media. She also staffs the CCI Front Range District
Katie First
Legislative Director
Katie staffs and covers issues involving the CCI Health & Human Services Steering Committee and the CCI Justice & Public Safety Steering Committee, as well as the CCI Southern District.
Reagan Shane
Legislative & Policy Advocate
Reagan staffs and covers issues involving the CCI Agriculture, Wildlife & Rural Affairs Steering Committee, the CCI Land Use & Natural Resources Steering Committee, and the CCI Tourism, Resorts, & Economic Development Committee, as well as the CCI Western District.
Kieran Boes
Legislative & Member Services Coordinator
Kieran supports the administrative and advocacy functions of the organization. He works closely with the legislative team on their priorities, ensuring timely completion of their goals. He is a general point of contact for members and the community seeking information on any matter. He also manages key initiatives and special projects.
Dylan Peper
Legislative Liaison
Dylan is CCI’s legislative expert on Taxation and Finance. His work is invaluable to the organization.
Meghan MacKillop
Legislative Liaison
Meghan covers issues involving General Government and Transportation & Telecommunications. She brings a wealth of experience to her work, with over a decade of dedicated service at the Colorado General Assembly. She began her career in government as a member of the nonpartisan staff at both Colorado Legislative Legal Services and Legislative Council Staff. There she honed her skills and developed her expertise in water resources, agriculture, and education policy. Most recently, Meghan has made her mark as a legislative and policy advocate with the Colorado Municipal League (CML).
