How Do They Work?

Steering Committees are the driving force behind our policy positions, as no action can be taken without a majority in favor. Each committee has a chair and vice-chair who facilitate meetings and are elected every January at the beginning of the Legislative Session. Steering Committees are the fundamental means by which we adopt a position on a given piece of legislation or related issues (for example, child care funding). For more information on a specific bill, please read the latest Legislative Report or check the Bill Table. Steering Committee meetings usually take place back-to-back Thursdays and Fridays.

Nomination & Election Process: 2026 Steering Committee Leadership

In accordance with the CCI Bylaws, Steering Committee leadership elections will occur during each committee meeting on February 5 or 6, 2026. Additionally, staff will post leadership letters of intent here as they are received.

Proxy Designations: 2026 Steering Committees

Each county may designate a county staff member to serve as proxy to vote during Steering Committee meetings on behalf of their Board of County Commissioners, per the CCI Bylaws.

This proxy:

  • must be designated annually by the Board of County Commissioners
  • may only vote for the designated committee(s)
  • is not permitted to vote for another county.

Proxy forms are not needed for commissioners, only county staff; however, please complete one form per designee. To appoint your county proxy, complete the form below and return by Friday, January 23, 2026 to Kieran Boes at kboes@ccionline.org. Should you have any questions, Kieran can be reached via email.

Legislative Briefing Meetings

Legislative Briefing meetings happen monthly during the legislative session and are led by CCI staff to provide updates on high-profile and newly introduced bills. No votes will occur in legislative briefings, instead, they provide an opportunity to gain insight into certain legislation before Steering Committee meetings. CCI staff strives to provide meeting agendas the Wednesday before Legislative Briefings. Meeting agendas will be posted here and made available to members in calendar invites.
